Canadian Seed Growers Association welcomes the Government of Canada's updated Plant Breeders’ Rights Regulations (PBR)

Canada
May 11, 2026

We welcome the Government of Canada’s updated Plant Breeders’ Rights Regulations (PBR), which help strengthen Canada’s seed system and support continued innovation in plant breeding and variety development.

These amendments provide greater regulatory certainty while balancing innovation, investment and producer choice. That means more opportunity across the seed and agriculture value chain to access better genetics, more choice and high-performing varieties that help keep Canadian agriculture competitive.

We also appreciate the Canadian Food Inspection Agency‘s extensive engagement throughout this process to ensure these regulations reflect agronomic realities while balancing innovation, investment, and producer choice. Strong variety development is essential to Canadian agriculture, and Certified seed plays a key role in bringing that innovation to the field.  Learn more
